The main documents of the tool kit include: The Language Allocation Policy Guidelines: The LAP Handbook for ELL Programs, the main resource for understanding and implementing a LAP; LAP Principles, a shorter document describing the eight main principles that substantiate New York City’s LAP; and, The Facilitator’s Guide which allows users to walk other ELL stakeholders through the process of developing and implementing a LAP. Finally, the tool kit contains various tools and resources designed to support educators citywide as they design, create, refine and evaluate ELL programs in compliance with federal, state, and local regulations as well as language allocation guidelines.
