Grading
On each of the three grading measures (school environment, student performance, student progress), schools will be graded based on three main factors:
  • Outcomes for the current year.
  • A comparison of the school’s performance during the current year to that of schools citywide. This means that a school’s performance for the 2006-07 school year is compared to the two- or three-year average historical performance for schools citywide. Using a multi-year view for comparison assures that schools are graded on actual trends, not random fluctuations.
  • A comparison of the school’s performance to that of schools with similar student populations. This is based on student demographics and/or performance on ELA and math test scores.

The DOE will also set improvement targets for schools based on improvement levels that historical data show are attainable.
