Principal Performance Review

The 2013-14 Principal Performance Review (PPR) is consistent with Education Law 3012-c and agreements between the NYC Department of Education (DOE) and the Council for School Supervisors and Administrators; the framework of the PPR is being used across the State. The Principal Performance Review has been designed to support a common vision: An effective principal in every school for every student.

The 2013-14 Principal Performance Review uses core components of the multiple-measures principal performance review evaluation system that has been in place in NYC for the last 6 years.

The new principal evaluation system for the NYC DOE requires that a minimum of two supervisory visits inform an overall rating for Measures of Leadership Practice, accounting for 60% of a principal’s final rating:

  • In 2013-14, one visit will be announced and one visit will be unannounced
  • At least one visit must be conducted by the superintendent

In 2013-14, there will be two types of supervisory visits: Quality Reviews (QR) and Principal Practice Observations (PPO). Because the Quality Review rubric has been approved by the State Education Department (SED) to assess leadership practice in the NYC DOE, all supervisory visits, including Principal Practice Observations, will be rooted in this rubric.
