3rd Grade Promotion for English Language Learners
|
The new third grade promotion policy will apply only to third grade students who have been enrolled in an English language school system for three or more years.

3rd Grade Promotion for Special Education Students
|
All Special Education students will be promoted according to the criteria set forth in the child's Individual Education Plan (IEP).

3rd Grade Promotion on Appeal
|
As an exception, a student who did not score at a Level 2 out of 4 on the two Citywide tests may be promoted on appeal as determined by the student's teacher, principal and Local Instructional Superintendent. The appeal process will include consideration of writing samples, level of reading from classroom libraries, class work, teacher observations, and other relevant evidence. Students whose appeals are granted in June will be promoted. All other appeals will be determined in August.

Appealing Non-Promotion Decision
|
Parents can appeal the decision of not promoting their child to the principal of the school. Parents also have the right to appeal the principal's decision to the superintendent.

Eligibility for Exemption from Promotion Standards
|
English Language Learners (ELL), including those with disabilities, who are receiving special education services and who have been enrolled in an English language school system for less than 2 years are exempt from the promotion standards. Students with disabilities whose Individualized Education Programs (IEPs) specify that they will not participate in State and City standardized tests are also exempt from the promotion standards.

New Third Grade Promotion Policy
|
Third grade students must achieve basic proficiency (Level 2 out of 4) on the Citywide Language Arts and Math tests to advance to the fourth grade. Students will have two opportunities to take the tests, in April and August.

Support for Struggling Students - Grades K-3
|
The Department will seek to identify struggling students using multiple assessment measures such as interim assessments, teacher assessments and parent consultation. Additional intervention strategies will be used by the schools to assist those students academically.
