The New York City Department of Education is committed to helping all schools reach high standards for student achievement and giving every child in every school a quality education. The NCLB Public School Choice program was implemented to allow parents of students enrolled in Title I Schools In Need of Improvement (SINI) and Schools Under Registration Review (SURR) to request a transfer to schools not identified as SINI or SURR.

Eligibility
Details on the 2010-2011 NCLB transfer process will be available in January 2010. Applications for this process will be automatically mailed out to all eligible students in Spring 2010.
Please note: A change in policy has modified our NCLB transfer procedures from previous years. Students who are enrolled in a year one School In Need of Improvement (SINI) are now eligible for Supplemental Educational Services (SES). Students enrolled in a year two SINI school are eligible to apply to transfer. This change in requirements for implementing Public School Choice and Supplemental Educational Services (SES) in schools identified for improvement (SINI) was enacted by the New York State Education Department as part of the State's new Differentiated Accountability system beginning this school year. Differentiated Accountability (DA) PilotThis pilot will provide New York with the opportunity to better match the interventions to improve student achievement with the academic reasons that led to the school's identification for improvement under No Child Left Behind. The application deadline for the 2009-10 NCLB Public School Choice Program was May 22, 2009. The Office of Student Enrollment is no longer accepting applications for this process.
