WHAT IS NYSLIB?

A. NYSLIB is an acronym for the New York State Library Program. The State of New York provides funds for the purchase of eligible educational materials that are to be housed in the school's central library. In general, the amount of funds allocated to a school is based upon the number of students enrolled on October 31st of the previous year, multiplied by the Board's adjusted per-capita NYSLIB allocation from the State of New York that may vary annually.

A. In the fall of every fiscal year, the DOE provides a NYSLIB appropriation to the CFN/Central Offices, who, in turn, allocate their appropriation to their respective schools by late fall. Schools should spend at least one third of their allocation by the second week of December, two-thirds by the third week of February, and the total by the encumbrance deadline as directed by the CFN.

A. NYSLIB funds can be used to purchase audio-visual materials, books, magazines/ periodicals/newspapers, maps/globes, tapes, microfilms, and computer software to be used exclusively in the central school library.
Audio - Visual Materials (AV) are educational materials such as Video Tapes, Laser Discs, Audio Cassettes, Records/Compact Discs and other Multi-Media type instructional materials that have met the guidelines established by the Office of the Chancellor and are approved for purchase. However, the approval and listing of AV items that have been reviewed by the Division of Instructional Support does not constitute an endorsement or recommendation by any agency of the Department of Education of New York City.
Within any guidelines established by the DOE's School Library Services Office, librarians are authorized to review and select all other library educational materials.
MATERIALS SELECTED FOR ADMINISTRATIVE USE OR FOR A RELIGIOUS PURPOSE ARE DISALLOWED FOR PURCHASE WITH NYSLIB FUNDS.

Q. FROM WHOM CAN I PURCHASE NYSLIB MATERIALS?
A. NYSLIB funded materials should be purchased from vendors who hold valid Department of Education and New York State contracts for library materials. The accuracy of the item and pricing information listed on each purchase order is the direct responsibility of the school preparing the order. Please check expiration dates of various contracts prior to actually preparing orders.
Audio Visual Materials listed in the AUDIO-VISUAL MATERIALS CATALOG have been reviewed and approved by the Division of Instructional Support should be purchased from the vendors under contract to the Department of Education.
