RFP TITLE: Financial Application Development and Support Services (FADSS)

The New York City Department of Education (DOE) is seeking proposals from organizations experienced in providing Financial Application Development and Support Services (FADSS) to government entities for the DOE’s various financial, web-based and mainframe applications. Primary among such applications is the DOE’s Financial Accounting Management Information System (FAMIS), which is the official relational database used for procurement and financial activities for the City’s 1,400 public schools and DOE central offices. FAMIS serves as the DOE’s own web-based enterprise resource planning solution for its accounting, purchasing, billing, payroll, and self-service needs. In addition, FAMIS interfaces with the City of New York’s Financial Management Systems (FMS and FMS/3) as a front-end module and is used to generate the DOE’s annual financial statements for the New York State Education Department. The awarded vendor will also be expected to work on other Citywide Capital projects such as New York City Automated Personal Systems (NYCAPS). The DOE anticipates entering into a requirements agreement with one (1) vendor resulting from this solicitation and the contract term is for 5 years with two options to renew for two years each at DOE’s sole discretion. Proposers should place a single proposal for the DOE’s financial application development, software, and hardware maintenance needs. The DOE is the administrative entity for New York City School system, with approximately 1,400 locations including schools and administrative offices throughout the five boroughs. The DOE’s $16 billion budget provides for $11 billion in annual compensation and $5 billion in annual expenditures for commodities and professional services (i.e. supplies, equipment, furniture, consultant services, etc.) for a wide range of goods and services. Resulting from this solicitation, the Division of Financial Operations (DFO) plans to support, maintain, and enhance the existing systems (some of which are listed below). The overall technical and operational objectives of this RFP include but are not limited to the following: • Provide application development and project management services for the DOE’s various FADSS applications pursuant to the DFO and Division of Contracts and Purchasing (DCP) project and long-term strategic technology plans; • Satisfy resource, integration and support requirements for the DOE in the Citywide Financial Management System/3 (FMS/3) and New York City Automated Personnel system (NYCAPS) deployments, as well as future Citywide initiatives; • Sustain or surpass expected service levels for systems performance and availability; user support; responsiveness to management; business requirements; and DOE Chancellor’s objectives; • Maintain and upgrade existing technology infrastructure and architecture, which provide a long-term and cost-effective platform for the DOE and which, leverage: a) the DOE’s investment in its software development and hardware; and b) the Citywide investment in the FMS/3 and NYCAPS systems.
