The Department of Education represents manages the country’s largest public education system, comprised of 1,200 schools and approximately 100,000 City employees.
Vincent has demonstrated exceptional leadership in advancing information technology to support the Department of Education’s business objectives for its school, vendor and employee communities. He championed the implementation of innovative financial accounting and web based business processes to support the school’s procurement and payment practices valued at $401 million annually. Paper-driven ordering and vouchering has virtually been eliminated, and 75% of payments are now processed within 30 days, resulting in approximately $2 million in prompt-pay discounts, and increasing goodwill with the DOE vendor community!
Vincent also initiated electronic, centralized invoicing for a variety of vendors, which leverages the school system’s buying power and eliminated the need for schools and support offices to process payments individually. This has resulted in an additional annual savings of approximately $2 million.
Additionally, under his guidance a system was developed that permits employees to view their paycheck history, deductions and paycheck stub data online, and they can enroll online for payroll deduction benefits such as direct deposit, savings bond deductions, and pre-tax Transit Cards. This online capability has greatly reduced telephone inquiries, and virtually eliminated data entry errors for benefit enrollments. |
