All orders placed for any of the NYS Loan Programs must now be placed through the FAMIS Portal (a DOE web-based purchasing application).

What’s New - November 10, 2009

NYS Loan Programs

Both the FY’10 NYSSL and NYSLIB State Loan Programs will open on or about November 16, 2009 for the submission of school year 2009-2010 Computer Software and Library orders via the FAMIS Portal. The NYSSL allocation remains the same at $14.98 as does the NYSLIB allocation at $6.25 per eligible child. Please refer to the NYSSL/NYSLIB Guidelines and Ordering Information for further details.

It is anticipated that the FY’10 NYS CH (New York State Computer Hardware) loan program will open in mid December for the submission of all Computer Hardware orders via the FAMIS Portal. Detailed information will be provided at a later date. Also note that by checking your school’s spending plan under quick code: 004129 you will be able to determine when hardware funding is available, at which time you may commence ordering.

The current New York State Loan Request and Enrollment Certificates (LREC) & Principal's Statement of Assurance Requirement forms for School Year 2009-2010 are still available under NYS Loan Enrollment Certificates and the Principal’s Statement of Assurances Guidelines In order to receive an allocation for the NYSSL / NYSLIB & NYS CH Programs, your NYSSL / NYSLIB & NYS CH enrollment certificate and both your Principal’s Statement of Assurances Requirement forms must be completed and returned to the DFO, NPS Payables Unit as instructed.

Your preliminary NYSTL (Textbook) allocation for early ordering, which commenced in June 2009, was based on your school’s BEDS data as submitted to the State Education Department (SED) last fall. The NYSTL Loan Request and Enrollment Certificate (Attachment A), which requests your schools enrollment data based on the current October 31, 2009 register must be returned no later than Friday, November 13, 2009. Upon receipt of your textbook LREC, adjustments will be made accordingly to your school’s NYSTL account if so warranted with appropriate documentation.

The FY’10 NYSTL Loan Program remains open for the submission of textbook ordering for school year 2009-2010. The NYSTL allocation is $58.25 per eligible student. If you have not already participated in ordering or still have a textbook allocation available, please be sure to submit your orders via the FAMIS Portal. Please refer to the detailed ordering information provided in NYSTL Guidelines and Ordering Information

Please be sure to use “District: 55” for all NYS Loan Programs and the correct quick code: 012129 for NYSTL, NYSSL and NYSLIB; while quick code: 004129 is for NYS CH when placing your orders. It is also suggested that you follow up directly with the vendors for all orders not received within 30 days of submitting your electronic purchase order to ensure receipt and delivery in a timely manner.

Although specific deadline dates have yet to be determined for the FY’10 NYS Loan Programs, it is strongly recommended that you plan ahead now and order early in anticipation of early March deadline dates. Further information will be forthcoming.

Employment Certificates

The third ordering period for Employment Certificates (working papers) for Non Public Schools will open November 16, 2009 through December 9, 2009 for delivery by mid February, 2010. There will be one other ordering period in March for this school year. If interested in ordering these forms, you may complete the Request for Employment Certificates which is under NPS Memoranda.

Updating your FAMIS Profile

The DFO is updating everyone’s FAMIS profile. If you have not signed onto the FAMIS portal since the end of last school year, you may receive a request to update your FAMIS profile. As a non public school user, please provide the following information:

For Employee ID Number: NOTDOE

For DOE Email address: leave blank (however, indicate your school email address under Alternate E-Mail) 

USE OF FAMIS

All schools wishing to participate in the New York State Loan Programs will be required to do so via FAMIS portal (a DOE web-based purchasing application).

To utilize the FAMIS Portal you will need a USER ID (one per school) and password. Note: once assigned a User ID, it remains the same. However, FAMIS passwords expire every calendar month. Your password is changed automatically by the DOE on the first business day of each month in accordance with the information provided in “FAMIS Portal Instructions for the NPS”.
