Custodial Payroll FAQS

Q. What is Temporary Care?

A. Temporary care is a type of custodial assignment in which a custodian has not been assigned a permanent status in the school for an extended period.

Q. At what point will I receive 100% salary on a temporary care assignment?

A. If the school you are temporarily assigned to has been a temporary care school (meaning a permanent custodian has not been assigned for an extended period) for 6 months or longer, you will receive 100% salary. In addition, if the school has been on temporary care for 6 months in a 12-month period (not calendar year or fiscal year), you will receive 100% salary.

Q. What is the most child support that can come out of my paycheck?

A. The maximum child support deduction that can come out of your gross pay is 65% of your disposable earnings. Disposable earnings are what are left over from your gross salary minus mandatory deductions such as FICA, federal, state and city taxes. (TDA, pension, union dues and health deductions do not lower your disposable earnings.) For example, after deducting only your mandatory taxes from your gross paycheck, the balance left is $1,000. You then multiply $1000.00 by 65% and the result is $650.00. That is the most that can come out of your paycheck for child support.

Q. What should I do if there is a discrepancy on my Detailed Analysis Report (DAR)?

A. If you are missing a PO2, please contact your plant manager and have him fax or forward a copy to Custodial Payroll. For any other discrepancies, please fill out the DAR inquiry form and mail it to:

NYC Department of Education

Q. What is “Register Percentage”?

A. Register Percentage is an extra allocation provided to a custodian when a school is in session before 8:00 am and after 3:30 pm for a month and the attendance in the school is 33 &1/3 of the aggregate daily register for the school.

The allowance is 10% of the building money divided by 12 (months). Register percentage does not apply for the months of July and August. A Register Percentage Payment (PO112) form must be completed and authorized by the principal and submitted to Custodial Payroll for payment.

Q. Where do I send my excess check?

A. Unless stated otherwise by Division of School Facilities, excess checks are to be mailed to:

NYC Department of Education
Custodial Net Retained Unit
65 Court Street
Room 1101
Brooklyn, NY 11201

Q. What is MPR?

A. MPR is maximum permissible retainage. Maximum Permissible Retainage is the maximum amount that a custodian can pay himself. This amount is based on the square footage of the school, which is the basis for the dollar amount of the building allocation.

Q. How are custodian’s building money and salary (MPR) computed?

A. School custodians are paid building allocation/money, which is based on the square footage of their assignment. Building money is used to pay the custodian and custodian helpers’ salary and buy supplies. The custodian’s salary is also called MPR. Based on the square footage of the school, the custodian is allowed to take up to a pre-determined amount from the building money as his/her salary.

There is a salary cut based on years of service. A brand new custodian will receive 30% less of the salary assigned to the school’s square footage. The cuts are as follows:

0 – 1 year 30% cut
After completing first year 25% cut
After completing second year 20% cut
After completing third year 15% cut
After completing fourth year 10% cut
After completing fifth year Full MPR

Q. What is Extended Use?

A. Extended Use is when an organization uses a building after-school hours. A custodian’s budget does not cover the extra work force needed to keep a building open beyond the normal school day. The organization is charged a fee for the custodial services required to keep a school open. The custodian is given this money in order to pay his/her staff for working overtime. The fee is based on collective bargaining agreements between Custodian Union Local 891 and Custodial Employee Union Locals 94 and 74.
