State Education Law Section 917 requires public school administrators to ensure the presence of at least one operable Automated External Defibrillator (AED) at each school, as well as staff volunteers in each school building/annex, etc who are appropriately trained and certified in Cardio-Pulmonary Resuscitation/Automated External Defibrillator (CPR/AED). and can respond to medical emergencies. The law also requires the presence of trained responders and AEDs at all school-sponsored activities (curricular or extracurricular events and activities) on site as well as off site.
Emergency Skills Inc. (ESI) is the current AED vendor under contract to the New York City Department of Education (DOE) to provide program management, training, drills/unit inspections and maintenance. Each school administrator or designee is encouraged to access his or her school’s online AED information. On the Web site, administrators can view their school site response plans, request training, register staff online for training or print a copy of the training request form. The site response plan is an integral part of the school safety plan. It should be reviewed periodically for staff changes (due to leaves, transfers or terminations) and certification expirations. In addition, it must be posted in a prominent place and be distributed to every DOE staff member at each school. Periodic review of this plan will also assist school administrators and designees to maintain compliance with the law.
Representatives from ESI will conduct two on-site drills/inspections each school year to better prepare schools for medical emergencies and to refresh the skills attained during training. Trained personnel must be allowed to participate in these simulated exercises at all times. The principal or his or her designated AED contact person for each school is responsible for ensuring that drills are held when the ESI representative arrives. It is also the responsibility of the principal or designee to visually inspect each AED assigned to the school weekly.
