What is Chancellor’s Regulation A-830?
Chancellor’s Regulation A-830 is the Department’s discrimination complaint procedure. It states the Department’s anti-discrimination policy, outlines the rights and duties of complainants, and details the procedure for the filing of internal discrimination complaints with the Department’s Office of Equal Opportunity (OEO).
What is the Internal Discrimination Complaint Process contained in Chancellor’s Regulation A-830?
For prompt and fair investigation and resolution of discrimination complaints:
1. A complainant should file his or her complaint with the Office of Equal Opportunity ("OEO") as soon as possible after the alleged act or incident of discrimination or harassment. Upon receipt of the complaint, OEO will review the complaint for jurisdictional purposes. OEO supervises all investigations of complaints filed pursuant to Chancellor's Regulation A-830.
2. The complainant and respondent are given notice of the outcome of the investigation through determination letters.
3. OEO determinations are not appealable.
4. OEO Investigations are confidential. However, information regarding these investigations may be disclosed in appropriate circumstances.

Where a complaint is filed with an external human rights agency, OEO will not conduct an internal investigation, and will transfer the matter to the Legal Office.
How/Where to file a complaint with of pursuant to Chancellor’s Regulation A-830 ?
Using the Form noted below, if you believe you are a victim of unlawful discrimination because of race, color, religion, creed, ethnicity, national origin, alienage, citizenship status, age, marital status, partnership status, disability, sexual orientation, gender (sex), military status, prior record of arrest or conviction, except as permitted by law, redisposing genetic characteristics, or status as a victim of domestic violence, sexual offenses or stalking, to maintain an environment free of harassment on any of the above-noted grounds, including sexual harassment or retaliation, please forward the appropriate form(s) to the NYC Department of Education’s Office of Equal Opportunity, Complaint Unit, 65 Court Street, Rm. 923, Brooklyn, NY 11201, or fax to (718) 935-2531.
