The General Practice Unit (GPU) provides legal advice to schools and administrative offices on a broad range of issues. GPU attorneys have knowledge and expertise in several areas, including federal and state education law; labor and employment law; student safety, health, and discipline; laws concerning accommodations for individuals with disabilities; and school governance.
§ The Freedom of Information Law (FOIL) Unit receives, processes, and handles all FOIL requests involving the Department of Education.
§ The Senior Field Counsel advises and directly assist school personnel in matters that have legal implications.
§ The Special Education Unit provides legal advice to schools and administrative offices about the implementation of laws and regulations regarding students with disabilities. The Special Education Unit also represents the Department of Education at impartial hearings and administrative appeals.
§ The Commercial Unit provides legal advice to schools and administrative offices on a broad range of commercial issues. The primary responsibility of the unit is negotiating, drafting, and reviewing agreements for the DOE for a wide range of goods, services, and partnerships. In addition, the unit advises the DOE on basic copyright and intellectual property right questions, insurance issues, and procurement policies and procedures.
§ The Ethics Officer provides advice and training to Department of Education employees on the New York City Conflicts of Interest Law and on the Chancellor's Regulations on conflicts of interest and financial disclosure.
§ The Litigation Implementation Unit is comprised of the Litigation Implementation Unit and the MDR Support Unit.
