Special Education Services

Students in New York City public schools who may need special education services receive an evaluation and have meetings at their schools to develop a Individualized Education Plan (IEP). Schools then establish special education services to meet the needs of special education students in their buildings and are responsible for issuing a Final Notice of Recommendation for services offered in their location.


Students who cannot be served in their current school are placed by the 
Office of Student Enrollment Planning and Operations (OSEPO).


The Integrated Service Center (ISC) provides technical assistance, quality review and standards for IEPs, along with developing and determining eligibility for special education services. Support also is provided for arranging IEP-mandated services, including those provided by non-DOE contract staff and independent providers.
