Pre-Qualification

GENERAL INFORMATION

The New York City School Construction Authority (SCA) was created in 1988 by the New York State Legislature for the purpose of constructing and renovating educational facilities throughout the five boroughs. Firms wishing to work with the SCA must be prequalified with the Authority. The SCA enters into numerous contracts with general contractors, architects, engineers, trade contractors, consultants and vendors. The prequalification process is designed to ensure that general contractors, sub-contractors, architects, engineers, trade contractors, consultants and vendors have the qualifications to successfully perform work as specified, and that they have the financial stability to complete the work as scheduled.

When reviewing a firm’s application, the SCA’s assessment will include a thorough but timely evaluation of a firm’s:

  • Experience

  • Quality and timeliness of past performance

  • Financial capability (when applicable)

  • Reliability and responsibility

  • Safety record

  • Compliance with equal employment requirements including Locally-Based Enterprise (LBE), Minority-Owned Business Enterprise (MBE) and Woman-Owned Business Enterprise (WBE) programs

  • Compliance with wage, hour and other fair labor standards

  • Integrity - Key people, affiliates, current and past owners and principals

  • Enrollment in New York State Department of Labor-approved apprenticeship training programs for those trades in which applicant seeks prequalification (If applicable - an exception to this requirement applies to firms that participate exclusively in the SCA’s Mentor Program. However, if a firm seeks to employ apprentices, only apprentices registered with the New York State Department of Labor pursuant to their registration and the law may be employed. The prevailing wage Schedule 220 published by the Office of the Comptroller of the City of New York provides the rates and ratios applicable to registered apprentices.)

GETTING PREQUALIFIED

To begin the prequalification process, firms must complete the SCA’s Online Application.

REQUALIFICATION

Firms are qualified for a period of three years, after which point they are required to requalify.  Firms are strongly encouraged to requalify at least six months before their qualification status expires.
