The Human Resources Division of the New York City School Construction Authority (SCA) will recruit, engage and manage a civil service compliant and representative workforce and provide a variety of service to that workforce in such areas as employment, benefits, EEO, payroll, timekeeping, performance management, labor / management relations and training. As a public sector entity, the SCA is subject to the New York State Civil Service Law. Although subject to the NYS Civil Service Law and oversight by the NYS Civil Service Commission, the Authority is not part of New York City civil service system.
The NYCSCA is responsible for administering its own civil service system in accordance with applicable New York State laws.
