Application Process
Candidates who meet the necessary qualifications can apply to the New York State Education Department for a Conditional Initial certificate. This Conditional Initial certificate is valid for two years. Upon satisfactory completion of the required state exams and two required workshops, the Initial Certificate is issued.
For more information on the Initial Certificate, click here. Once received, the Initial Certificate is valid for five years, back-dated to the original date of the Conditional Initial Certificate.
NOTE: In order to qualify for international reciprocity, your education must have been completed in the same country where your teaching certificate was issued and the country must be on the approved list of qualifying countries.
For example, if you are a teacher from Canada who was educated in India, you would not qualify under the reciprocity agreement because your education is from a country other than the country with which New York State has reciprocity.
