We actively welcome individuals who are certified / licensed in another state and are interested in teaching in New York City. In most instances, NY State facilitates the transition to teaching in New York City based on interstate reciprocity by granting a Conditional Initial Certificate to qualified out-of-state individuals. The Conditional Initial Certificate is issued to individuals holding a reciprocal certificate, but who have not yet met the New York State testing and workshop requirements. At this time, New York State accpets at least one reciprocal certificate from each of the 50 states.
Please
consult this list to determine if your out-of-state certificate is accepted by the New York State Education Department at this time. Please note that the level of certificate from each state varies. In most cases, you must have a Level II certificate through a university program. You will also need three years of full-time teaching experience to work in New York State.

interstate reciprocity. The Conditional Initial Certificate is valid for up to two years while a teacher completes these additional requirements.
