WHAT'S NEW

Hiring Guidelines

Due to budget constraints, the NYC Department of Education (NYC DOE) schools are currently restricted in new teacher hires. At this time, schools can only fill vacancies through the internal transfer process, meaning they can only consider current NYC DOE teachers who apply to change schools or who are in excess. New applicants (including individuals with prior service) cannot be hired unless and until the restrictions are lifted.

While these restrictions mean that there will almost certainly be less hiring of new teachers than in past years, we still anticipate that there will be vacancies that cannot be filled by current staff where external hires will be permitted. These vacancies are most likely to be in high need subject areas and hard-to-staff geographic areas. Toward that end, the hiring restrictions will be evaluated as school budgets are finalized and exceptions will be permitted for those subject areas and geographic areas where there is such a need to consider external candidates.

Current exceptions to hiring restrictions:

  • New schools opening this fall as well as new schools which opened in 2007 or 2008. These schools may hire external candidates for up to 40% of their teacher vacancies.
  • External hires may be considered for vacancies in Speech and in Bilingual Special Education.
  • External hires may be considered for all science vacancies except biology (this includes chemistry, earth science, physics, and general science).
  • Non-teacher titles where external hires may be considered include Bilingual Pupil Personnel Services, Occupational Therapists or Physical Therapists.
  • District 75 may consider external candidates for all subjects.
  • Hiring restrictions lifted in all Special Education licenses for all districts.
  • External hires may be considered for vacancies in English as a Second Language (ESL) at the elementary school level.

This site will be updated if/as restrictions are lifted in other areas.
