In July 2015, the New York State Education Department (NYSED) designated seven (7) New York City schools as Persistently Struggling and 55 schools as Struggling. These schools were placed in receivership under the New York City Schools Chancellor. Each school must make demonstrable improvement on specific benchmarks or it will be placed under an independent receiver. In school year 2016-17 there were 27 schools that were under Chancellor's Receivership. Currently, 25 schools remain under Chancellor's Receivership.
Under the Chancellor's Receivership Plan, the School Renewal Program is NYCDOE's core strategy for turning around struggling schools.
Renewal Schools have already begun implementing interventions and are receiving additional resources and support to increase student performance and help close achievement gaps.

School Receivership Public Hearings
In accordance with New York State Education Law §211-f, and New York State Commissioner’s Regulation §100.19, the New York City Department of Education (NYCDOE) is required to hold public hearings for the identified schools. The purpose of these hearings is to explain the process of receivership, discuss the performance of the school, and solicit input from the public regarding recommendations for improving the school. These public hearings were conducted in Fall 2015, Fall 2016 and will be also be held in Fall 2017. See the full schedule of public hearing dates and locations.
School Receivership Quarterly Reports
Superintendents, School Leadership Teams (SLTs), Community Engagement Teams (CETs), and the Central Office team are regularly monitoring the progress of schools in receivership toward meeting school improvement goals. Additionally, NYCDOE participates in progress monitoring of these schools with the NYSED. This process consists of quarterly reports, performance review telephone calls, and on-site monitoring.
