Assessing community needs is a complex process and varies by location. Based on conversations with Community Education Councils, District Leadership Teams and other community leaders throughout the past year, the DOE makes preliminary assessments about the need for new schools throughout the City. We continue to meet with local communities to revise and update the assessment of community educational priorities and determine what types of new schools (if any) are needed in a particular community.

In order to understand where and how we can improve schools, we consider school performance data and community needs. We meet with families and school staff to gather information to help inform our planning. If a school is struggling, we provide support and work to make positive changes. In some cases, if schools are very low performing, more significant action is required, including phasing out some schools and replacing them with new schools.
