Students Attending Institutional Facilities

 

In accordance with the Every Student Succeeds Act (ESSA), neglected and delinquent students attending institutional facilities are entitled to receive supplemental instructional services. This memorandum allocates Title I funds for these services.

 

Services for neglected children are covered under Title I, Part A, and, as such, follow the county provision and utilizes the local education agency per capitas. Services for delinquent children are covered under Title I, Part D. Details of the two allocations are presented in Tables 1 and 2 respectively.

 

To ensure compliance of the ESSA regarding appropriate use of funds and services rendered to eligible students, two requirements and activities must be implemented and documented by the Office of Alternative High Schools (District 79):

         D79 must meet with neglected and/or delinquent facility representatives to discuss program needs and services to be provided. Proof of these meetings must be presented via agenda, attendance rosters, and handouts; and

 

         D79 must develop and implement in conjunction with the neglected or delinquent facility, a formal agreement that delineates the roles and responsibilities of each entity regarding Title I, Part D funding and services for residents in the facility.

 

The first bullet is more of a district and school based activity, where meetings are focused throughout the year on the academic need of students. The second bullet is a central activity that involves a formal agreement between the New York City Department of Education and the facility. Again, meetings held with the neglected and delinquent institutions must be documented.

Title I Neglected and Delinquent allocations will be placed in the D79 location via the Galaxy Transfer Utility. The allocation categories are Title I Neglected D79 and Title I Delinquent D79.
